Allegedly there were asbestos piping buried under the ground over 15 years ago and <br />is now resurfacing. <br />OBSERVATIONS: <br />On Tuesday, March 15, 2022, the San Joaquin County Environmental Health Department (EHD) received an anonymous <br />complaint regarding possible buried asbestos located at 1217 Stoakes Avenue, Stockton CA. EHD received a map marking <br />2 locations where the alleged asbestos is emerging. Complainant stated that the tracks will have cement and fly ash from <br />the company near the tracks. <br />I called the Salt River Materials Group, which is located between the railroad tracks at 1300 N Gertrude Ave. This facility <br />generates fly ash, an additive to cement. Spoke with the operations manager who put me in touch with the general manager <br />at Comco who is leasing the area from Salt River. Met with Brian Lywandoski, general manager at Comco who walked with <br />me to the railroad tracks. Per Brian they do not lease or handle anything related to the railroads. He stated that the property <br />is owned by OmniTrax and OnmiTrax operates the railroads as well. Walked to Location #2 indicated on the map and <br />several tan corrugated paper like materials were observed under the ballasts between the train tracks. These corrugated <br />paper like materials may potentially be asbestos emerging from allegedly being buried underground. Walked to location #1 <br />on the tracks but could not full investigate the area due to it being an active railyard and trains were driving by. <br />Immediately make a hazardous waste determination for the potential asbestos piping at the locations shown on the map and <br />any other observable areas. Manage the waste according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling <br />and test results or other knowledge to support your hazardous waste determination. Waste testing must be done using <br />methods specified in Title 22 CCR including sections 66261.20-24. <br />Submit a statement and supporting documentation with your hazardous waste determination. Facilitate spill cleanup by <br />properly trained individuals, provide hazardous waste determinations and waste/hazardous waste disposal records for <br />impacted material to the EHD. Notify EHD when clean-up activities are occurring so EHD can verify clean up completion. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).].
