San Joaquin County Sheriff's Office and Waterloo Morada Fire District <br />were on site at the time of arrival. Please refer to Carol P. narratives for more <br />details. <br />02/14/2022 Arrived on site with lead senior, Haza Saeed. Met with Scott Boyous with Waterloo PRESTO <br />Morada Fire District who walked us to the hallway where the explosion occurred. <br />He stated it was a butane explosion as a result of a male in the bathroom of room <br />155 cooking honey oil. The male received 2nd and 3rd degree burns as a result of <br />the explosion. He was taken to the San Joaquin County General Hospital initially <br />but due to being in critical condition, the male was taken to UC Davis Medical <br />Center per Sheriffs Office on site. There also was a baby and a female in the <br />room. They appeared fine according to Fire and Sheriffs departments, but both <br />were taken to San Joaquin County General Hospital to check for any injuries. No <br />other evacuations or injuries were reported. The bathroom, outside hallway and <br />neighboring room were damaged from the explosion. The window to room 155 <br />was blow out from the explosion causing window shards to be scattered <br />throughout the parking lot. Chandra Bassett with Sheriffs Office Metro Narcotics <br />Task Force was also on site and stated they will be handling the hazardous <br />materials on site related to the explosion. There were 10 cans of butane on site <br />but will also be handled by Metro Narcotics. PG&E was on site as well to shut off <br />electricity but there is only one main electrical for the whole building. They want to <br />verify that it is okay to shut off electricity for the entire building. Per Fire and <br />Sheriffs, EHD was called regarding the structure damage to possibly red tag the <br />room/building as unsafe to occupy. Informed Fire, Sheriffs and PG&E that San <br />Joaquin County Community Development Department (CDD) is now handling <br />these situations and will be arriving to make decisions regarding the red tag and <br />electricity. J Zacarias and E White with CDD arrived on site and handled the rest <br />of the incident. Left site and returned to the office. <br />02/14/2022 Updated Assistant Director and CUPA Program Coordinator on outcome. Drafted PRESTO <br />and emailed notice of injury to Public Health Officer and copied Jolena Voorhis, <br />Board of Supervisors, Public Information Officer.
