Abated By: Activity Summary Activity Date Recorded by 12/07/2021 Received a complaint report from Melissa Nissim at 7750 w 11th street tracy, ERNEST stating unpermitted facility working on cars and painting without a spray booth. Complainant sick because of fumes. I discussed with Garrett Backus. I generated a complaint number on ECR. Reviewed google map view, and parcel viewer images of the site. Found several possible buildings in the parcel. Discussed site with Garrett Backus. Traveled with Garrett Backus to the site and discussed with Arnulfo Diaz AD&J Autobody. Gained consent to walk through the site. Gained consent for photos. Took photos of the paint waste and paint booth. A paint area was separated with a plastic sheet, and a jeep grand cherokee was observed in the booth in process of being repaired. Discussed waste located behind the shop. Arnulfo D. indicated the paint located outside was waste. Waste generated by the paint shop is disposed of at house hold hazardous waste. Discussed other sites with Arnulfo D. Got in contact with Gilbert Alcazar mechanic for woody's mobile. Discussed inspection with Gilbert A. Walked to the rear of the parcel and discussed site with Gilbert A. Gilbert A. pointed out a van with a man inside and Gilbert A. indicated that man was affiliated with the business in the back lot. Discussed authority with Jesus Rubio manger ofAlef truck and auto repair mobile service, and he accepted to the inspection, and photos. Site does oil changes, but does not have an hazardous waste permit. Guided Jesus R. on how to create an account on CERS, and guided him on how to make a CERS submittal for HW oil only generator. Discussed and received consent to go on the site and take photos. Found several barrels of hazardous waste being stored in the rear of the facility. Two barrels of used oil, and two drums of oil filters were located throughout the facility. There were several drums of new engine oil located at the facility. Wrote HW inspection reports for three facilities. AD&J Autobody did not have an EPA ID Failed to determine if the paint waste is a waste, no emergency coordinator for emergency response(gave them a emergency contact template), failed to keep manifests for the hazardous waste, failed to report to CERS, managed a hazardous waste without and id number. Woody's mobile received violations for not having an EPA ID#, not having a contingency plan, no emergency coordinator for an emergency response, failed to keep signed copies of manifests for 3 years, failed to retain copies of manifests or bill of lading for lead acid batteries for 3 years, and not reporting to CERS. Alet Truck and Auto repair managed hazardous waste without an EPA ID number. I was able to have Arnulfo Diaz sign, and receive the inspection report. Gilbert Alcazar was not available when I turned in the inspection report, I left the report on a tool box. Jesus Rubio was able to receive the inspection report and sign. 5105.rpt Page 1 of 2
