Release occurred on the <br /> asphalt and dirt in the center-divide. No waterways were impacted and a clean-up company is already on route. <br /> OBSERVATIONS: <br /> On Monday at approximately 9:30pm, May 2, 2022 the San Joaquin County Environmental Health Department(EHD) <br /> received a call regarding a 200-gallon diesel spill northbound interstate-5, south of W Peltier Road.The spill was a result of <br /> a solo semi-truck accident that turned on its side, releasing the diesel from one of its diesel tanks.At the time of the call,the <br /> diesel spill was contained and stopped and a clean-up contractor was on route to the site. Arrived on site and met with <br /> Sargent Curtis Glace with CHP and Loren Shelton, Maintenance Supervisor with CalTrans. On EHD arrival,the truck was <br /> already turned right side up and was in the process of being hauled away.The truck and associated accident debris was <br /> hauled by towing company, Lodi Heavy and Haul. The clean-up company on site was Ancon Environmental Services. Loren <br /> pointed out impacted areas from the diesel spill. The diesel released on the asphalt, dirt in the shoulder, and dirt under the <br /> center-divide guard rail. Ancon Services cleaned the diesel spill off of the asphalt with absorbent sand. The absorbent was <br /> placed on top of the impacted dirt in the center-divide shoulder to absorb diesel release on the dirt. The absorbent sand was <br /> covered with visqueen plastic and surrounded with cones.Absorbent sand bags were placed throughout the top of the <br /> visqueen plastic to keep it in place. Clean up to be completed another day after USA dig. <br /> Please be advised that the disposal of any waste[HSC 5411]or disposal of any hazardous waste, or the causing thereof, is <br /> prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br /> 25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br /> procedure[HSC 25160(b)(3)]. <br /> Facilitate spill cleanup by properly trained individuals, provide hazardous waste determinations and waste/hazardous waste <br /> disposal records for impacted material to the EHD. <br /> Notice to abate was emailed to Kim Bresson Transportation Supervisor, on Wednesday, May 4 2022. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> 11 Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> EHD 25-01 Rev.9/16/2020 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
