Control Number 21-3855 <br /> <br />1 Date: July 18, 2021 <br /> <br />2 Time: 2210 <br /> <br />3 Location: Interstate 5 southbound, north of Eight Mile Road <br />4 <br /> <br />5 Area Description: At this location, Interstate 5 consists primarily of asphalt, with dirt and gravel <br /> <br />6 shoulders. The area west of the paved road edge consists of loose soil and a descending embankment. The <br /> <br />7 area west of the descending embankment consists of an alfalfa field and an almond orchard. There is a <br /> <br />8 ravine and dirt levee road which run in a westerly direction perpendicular to the interstate, which separate <br /> <br />9 the alfalfa field from the orchard. <br />10 <br /> <br />11 Hazardous Material: Engine oil, UN 1270, Class 3 <br />12 <br /> <br />13 Physical State of Substance: Liquid <br />14 <br /> <br />15 Primary Hazard: <br /> <br />16 • Fire or explosion <br /> <br />17 Secondary Hazard: <br />18 • Inhalation <br /> <br />19 • Water pollution <br />20 <br /> <br />21 Exposures: None <br />22 <br /> <br />23 Evacuation: None <br />24 <br /> <br />25 Shelter in place: None <br />26 <br /> <br />27 Weather Conditions: 80 degrees, clear, wind 12 mph from WNW <br />28 <br /> <br />29 Work Zones: There were three work zones established at the scene around the oil spill: <br /> <br />30 15 foot "hot zone" <br /> <br />31 30 foot "warm zone" <br /> <br />32 50 foot "cold zone" <br />33 <br /> <br />34 Level of protection: Class "D" (Minimal protection) <br />35 <br /> <br />36 Mitigation objectives: Protect lives, environment, and property.
