1.0 EXECUTIVE SUMMARY
An API Standard 653 In-Service inspection of Canary Renewables Corp. 3134A Bio
Diesel Storage located at the Canary Renewables Corp. Site in Stockton, California
was conducted on 02/21/23. This inspection was conducted to collect data in order to
evaluate the mechanical integrity and fitness for continued service of the tank. The roof,
three shell courses and floor are all constructed out of 0.250" A36 grade carbon steel.
The tank is supported on a concrete slab foundation, fastened with anchor chairs.
Intersecting all three above ground storage tanks in the East/West direction the
concrete slab foundation appears to be heaving, causing a loss of embedment of the
anchor chair bolts. It is recommended to have a foundation engineer evaluate the root
cause of the anchor bolt release.
The roof vacuum/venting valve and relief valve are in a serviceable condition and do
not appear to contribute to lifting, further causing foundation anchor release.
The tank meets the requirements for 20 year initial internal inspection interval due to an
acceptable Release Prevention Barrier system installed to contain tank contents in
case of accidental release.
The tank roof has coating failure that will need to be addressed. Coating failure in
various locations around nozzles and tank chime require local coating repairs.
CODE STEEL performed all Non-Destructive Examinations as per API 650, Section 8.
Please refer to the results and recommendation sections of this report for other minor
discrepancies and recommendations that were identified during the course of this
inspection. Please note that it is the responsibility of the owner to review the inspection
findings, recommendations, and requirements to establish a repair scope if needed,
and determine the appropriate timing for repairs, monitoring, and maintenance activities
(Ref API 653, Para. 6.9.3.2).
Required Next Inspections per API-653:
UT Thickness: February 2038
External: February 2028
Internal: February 2034
