Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COWEOCWDQ Site Location: 705 W WEBER AVE <br />Activity Summary <br />Activity Date Recorded by <br />08/02/2021 Called Chris Magro (Stockton Marina) 323-613-5521. Asked for update on the MURO <br />status of the boat and water. Chris reported no sheen or fuel odor is present. <br />Towboat US will be raising the boat out of the water this morning. <br />Site Visit during boat raising process: Received phone call from Chris stating that <br />Towboat US have arrived. Went to the marina with Environmental Health <br />Specialist Shewit Woldearegay (EHD) to witness boat raising, since fuel or oil may <br />spill during the process. Arrived on-site, verified that no oily sheen or fuel odor <br />were detected. Spoke to Phil (Towboat US Diver) who was in the water at the <br />time. Phil stated that it may be another two hours til they raise the boat out of the <br />water. The boat will be towed to 5 Star Marina, 345 N Yosemite St STE B, <br />Stockton, CA 95203. <br />I asked Chris Magro to notify me once they have raised the boat out of the water. <br />Shewit and I left the site. <br />Site Visit after boat was towed away: Received notification that the boat was out of <br />the water from Chris Magro. Shewit and I went to the marina. TowBoat was no <br />longer on-site. Chris Magro had left the site. We met with dock hand, Mike. <br />Observed no fuel odor on-site. A small surface area of sheen was observed that <br />was flowing toward the algae in the slip adjacent to Slip D3. Seven absorbent pads <br />were place over the water. Mike stated that he will be working on another project, <br />but will be checking on absorbent pads periodically, and actively steering the pads <br />toward the sheen until all is absorbed. I let Mike know that we will need a disposal <br />record for those absorbent pads and I will be in contact with Chris Magro. <br />08/19/2021 On August 9, I sent text to Chris Magro asking if the sheen and absorbent pads <br />had been cleaned up. Chris responded that sheen was cleaned up and removed <br />by TowBoat when they towed the boat. I responded letting him know I returned the <br />same day after US TowBoat had left site. I observed some sheen and absorbent <br />pads on the water's surface. I sent him two photos of the sheen and absorbent <br />pads in the water and asked again if the sheen has been cleaned and what was <br />done with the absorbent pads. Chris did not reply. <br />MURO <br />08/26/2021 08-26-2021: Sent email to Chris Magro. Explained again that I observed absorbent MURO <br />pads over the sheen on my site visit after Towboat US had raised boat and had <br />left the marina. Requested photos of water from the slip with observed sheen on <br />8-2-21 and disposal records. <br />09/16/2021 Received request from John S. in accounting for responsible party mailing address MURO <br />for this complaint. <br />Called Chris Magro (Stockton Marina) received no response and his mailbox was <br />full. Called Mark Patchen (boat owner) 209-606-0174 and asked for his address. <br />Mark asked if he was going to receive a bill. I let him know that due to the <br />observation of oily sheen upon the raising of the boat out of the water, the <br />complaint becomes chargeable. He inquired how much money. I explained the <br />billing process and reports involved. He is asking that the fees are waived as he is <br />retired and on a fixed income. I let him know I will discuss with my leads. I also let <br />him know that Chris Magro has not responded with waste disposal information. I <br />let him know I need disposal records for the contaminated absorbent pads that <br />were placed over the sheen in the water. I gave him the household hazardous <br />waste facility phone number. <br />09/20/2021 Emailed Program Coordinator Melissa Nissim and Lead Senior Elena Manzo a MURO <br />request to waive charges for the responsible party.
