ERTS Emergency Response and Training Solutions <br />On 4 May 22, Penske retained Emergency Response and Training Solutions (ERTS) to manage <br />and oversee environmental operations. ERTS dispatched Ancon Services from Stockton, CA to <br />conduct cleanup operations. <br />Regulatory Notifications: <br />On Pursuant to California Code, Section 8670.25.5 GOVERNMENT CODE SECTION 8670.25- <br />8670.27, on 4 May 22, at 1642 ET, ERTS contacted the California Emergency Management <br />Agency (EMA) and operator Zane Matthews received the call and provided number 22-2545 to <br />this incident. At 1653 ET, the San Joaquin County Environmental Health was notified, and <br />operator Ivon Moreno received the call, but no number was assigned. <br />Corrective Action: <br />On 4 May 22, at 1715 ET, Ancon Services (Ancon) arrived on site and assessed the impact area. <br />Ancon located the spill, approximately 1 mile onto Route 205. The vehicle was no longer on site. <br />The released amount was significantly less than 60 gallons. There was a thin trail and a few spots <br />on the pavement where the vehicle came to rest. Ancon estimated approximately 5 gallons of <br />diesel released and impacted the roadside asphalt measuring 5ft by 10ft. Ancon treated the <br />asphalt by applying granular absorbent, working it into the surface, and sweeping into a drum. <br />Vicky yang-Lee with San Joaquin County Environmental Health approved the cleanup. All on <br />site work was completed on 4 May. There was no soil nor storm drain impact. Please see the <br />attached provided site photos (Appendix 2). <br />Waste Disposal: <br />Final waste disposal services are still pending completion. <br />Conclusion and Recommendations: <br />Upon completion of remedial activities and disposal, ERTS will complete and submit the State <br />Final Report. In the meantime, this report is to serve as an Initial Report. <br />ERTS and Penske appreciate your assistance in this matter.
