STATE OF CALIFORNIA ` GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION :dam
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
t. r
5 November 1987
Mr. Al Olson
San Joaquin Local Health District
Environmental Health Department
Post Office Box 2009
Stockton, CA 95201
CAMPBELL CHAIN FACILITY CONTAMINATED SOIL DISPOSAL AT FORWARD LANDFILL,
SAN JOAQUIN COUNTY (CASE #2209)
At your request, Beta Associates sent me a report describing soil contamination
at the Campbell Chain Facility in- Union City. In that report, Beta proposes to
dispose of 300 cubic yards of soil contaminated with metals at Forward Landfill .
The concentration of metals is such that the soil will have to be treated
specially if it is to be sent to Forward. The soil will have to be placed in a
nonacidic environment, meaning that co-disposal with municipal refuse is
prohibited. The soil may be used in the foundation layer of the final cover
that will be installed over Waste Management Unit (WMU) A. with Department of
Health Services approval . From the time the soil is transported to Forward
until it is incorporated into the foundation layer of the cap, it should be
covered with plastic tarps and plainly marked. This will prevent problems with
runoff and ensure that the soil is not confused with other on-site soil piles
that, after aeration to decrease levels of petroleum hydrocarbons, are used for
daily cover in WMU D.
If you have any questions, contact me at (916) 361-5737.
6; fi, 6v'o,
TIMOTHY A. CRANDALL
Project Engineer
TAC:jj
cc: Mr. Jack McCollough, Beta Associates, San Jose
Mr. Greg Basso, Forward, Inc. , Stockton
