" f.ALRNIA REGIONAL WATER QUALITY C ROL BOARD
CENTRAL VALLEY REGION
ORDER NO.
WASTE DISCHARGE REQUIREMENTS
FOR
FORWARD INCORPORATED
WASTE MANAGEMENT FACILITY
CLASS II LANDFILLS
CLASS III LANDFILLS
CLASS II SURFACE IMPOUNDMENT
CLASS II LAND TREATMENT UNIT
SAN JOAQUIN COUNTY
.The California Regional Water Quality Control Board, Central Valley Region,
(hereafter Board), finds that:
1. Forward Incorporated (hereafterDischarger) submitted a Report of Waste
Discharge, dated 18 May 1987.
2. The Report of Waste Discharge requests reclassification of four existing
waste management units (WMUs), and classification of one new WMU and three
WMUs planned for future construction (see Attachments $, C, & D). These
WMUs will occupy all 157 acres of the waste management facility. The WMUs
are currently regulated by Waste Discharge Requirements Order No. 73-183,
which is no longer in conformance with Title 23, California Administrative
Code (CAC), Chapter 3, Subchapter 1 (hereafter Subchapter 15).
3. The 157 acre disposal site, assessor parcel number 201-O60-03, is owned and
operated by Forward Inc. Waste treatment, storage, and disposal activities
have occurred within approximately 50 acres of the site. The site is seven
miles southeast of Stockton, in Section 3, TIS, R7E, MDB&M, as shown in
Attachment A which is incorporated herein and made part of this Order. The
WMUs at the site are as follows:
WMU "A" - Consists of four trenches covering an area of eight acres. Each
trench has a compacted clay liner with a dendritic leachate collection
system. The trenches are filled with mostly 'designated' and some
'hazardous waste' . This WMU is undergoing closure.
WMU "B" - This Class III Landfill covers an area of eight acres. Containing
`nonhazardous solid waste' and 'inert waste' , this WMU has been temporarily
closed since 1985.
U "C" - This Class III Landfill occupies the south end of Trench 4. A
compacted clay dike separates the northern half of Trench 4 from the
'nonhazardous solid wastes' and 'inert waste' placed in the southern half.
W " - This Class III Landfill currently covers an area of 2-1t2 acres.
Approximately one acre of the Phase I portion has a compacted clay liner
with a dendritic leachate collection system. Leachate can be pumped from
the sump via a sump access port. This WMU contains 'nonhazardous solid
waste' and ' inert waste' and is the current active unit. WMU "D" will be
expanded to a final size as shown on Attachment C. This expansion will be
conducted in three phases. During phases 1 and II, WMU "D" will be
extended to cover low portions of WMUs "B" and "C".
