WASTE DISCHARGE REQUIREMENTS -3- <br /> FORWARD <br /> 3- <br /> FOR ' INCORPORATED <br /> NT FACILITY <br /> CLASS 11 LANDFILLS <br /> CLASS III LANDFILLS <br /> CLASS II SURFACE IMPOUNDMENT <br /> CLASS It LAND TREATMENT UNIT <br /> SAN JOAQUIN COUNTY <br /> 8. 'Hazardous waste' which has received a variance from DHS for the purposes <br /> of disposal is classified as a 'designated waste' pursuant to Section 2522 <br /> of Subchapter 15. <br /> 9. 'Designated waste' may be disposed of in a Class III WMU provided that, <br /> prior to disposal , the Discharger establishes to the satisfaction of the <br /> Board that the waste presents a lower risk of degrading water quality than <br /> Is indicated by its classification. <br /> 10. The State Water Resources Control Board adopted Resolution 87-22 on 19 <br /> March 1987. This Resolution allows the discharge of shredder wastes to <br /> Class IIF landfills where WDRs allow such disposal. <br /> 11. The Discharger proposes to discharge shredder waste to WMU "D" and "H". <br /> 12. The Discharger proposes to discharge sewage and water treatment sludges to <br /> selected portions of WMU "D" and "H" as described In Finding 38. <br /> 13. The discharger proposes to discharge soils contaminated with 'nonhazardous' <br /> levels of petroleum hydrocarbons (<1,000 ppm) to WMU "G", a land treatment <br /> unit. The soils will be stored and then aerated. Once the levels of <br /> petroleum hydrocarbons have dropped below those given in Discharge <br /> Specification 42, the soil will be used as daily or intermediate cover. <br /> 14. Leachate from the landfill units and liquid wastes described in Discharge <br /> Specification 8.7 are proposed for discharge to WMU "F", a Class 11 surface <br /> impoundment. These wastes are classified as 'designated wastes' using the <br /> criteria set forth in Subchapter 15. The location: of WMU "F" as shown on <br /> Attachment B is tentative and may be changed. This final location will be <br /> specified in WMU "F" design and construction specifications that will be <br /> submitted to the Board for approval. <br /> 15. WMU "A" contains a mixture of 'designated' and 'hazardous waste' . This WMU <br /> is undergoing closure under the direction of the State Department of Health <br /> Services, Toxic Substances Control Division. Discharge of less than <br /> 'hazardous waste' may occur only as part of final cap construction. <br /> lb. nand within 1,000 feet of the site is used for agriculture. <br /> 17. The Forward Landfill is underlain by the Victor Formation. This is a <br /> heterogeneous formation composed of fan and flood plain deposits derived <br /> from Sierra granitics, metamorhic , and volcanics. Geologic materials <br /> immediately under the WMUs are lenticular clay, silt , sand, and minor <br /> amounts of gravel. Some of the lenses of clay, silt, and sand appear to be <br /> laterally continuous between monitoring wells over a distance of up to <br />
