WASTE DISCHARGE REQUIREMENTS -14- <br /> FORWARD INCORPORATED <br /> WASTE MANAGEMENT FACILITY <br /> CLASS II LANDFILLS <br /> CLASS III LANDFILLS <br /> CLASS II SURFACE IMPOUNDMENT <br /> CLASS II LAND TREATMENT UNIT <br /> SAN JOAQUIN COUNTY <br /> 14. In the event of any change in ownership of this disposal site, the <br /> Discharger shall notify the succeeding owner or operator in writing of <br /> the existence of this Order. A copy of that notification shall be <br /> sent to the Board. <br /> 15. Within 50 days of the adoption of these requirements, the Discharger <br /> shall submit to the Board for approval a ground water monitoring plan <br /> amended to reflect the provisions of Monitoring and Reporting grogram <br /> No. <br /> 16. The Discharger shall comply ith all applicable provisions of <br /> Subchapter 15 that are not specifically referred to in this Order. <br /> 17. The Board will review this Order periodically and may revise require- <br /> ments when necessary. <br /> 18. If any clay liner in WMU "E" is not constructed to meet permeability <br /> requirements of 1x10-6 cm/sec, as determined by field permeability <br /> testing, then the Discharger shall submit a new Report of Waste <br /> Discharge requesting reclassification of that unit as a Class III <br /> landfill. <br /> 19. The Discharger shall remove and relocate any wastes discharged at this <br /> site in violation of this Order. <br /> I, WILLIAM H.
