MONITORING AND REPORTING PROGRAM -10- <br /> FORWARD INCORPORATED <br /> WASTE MANAGEMENT FACILITY <br /> CLASS II LANDFILLS <br /> CLASS III LANDFILLS <br /> CLASS II SURFACE IMPOUNDMENT <br /> CLASS II LAND TREATMENT UNIT <br /> SAN JOAQUIN COUNTY <br /> Vadose Zone Water Quality Protection Standards <br /> After four quarters of sampling data have been obtained for the background <br /> lysimeter VDH-18, background values for vadose zone indicator parameters will be <br /> calculated. Upon acceptance and/or revision by the Board, these background <br /> values will be used as Water Quality Protection Standards. If subsequent <br /> sampling of background lysimeters indicate significant soil-pore liquid quality <br /> changes due to either seasonal fluctuations or other reasons unrelated to waste <br /> management activities at the site, the Discharger may request modification of <br /> these water quality protection standards. <br /> SHREDDER WASTE MONITORING <br /> Monitoring requirements for shredder waste accepted at Forward Inc. are as <br /> follows: <br /> Report in Sampling <br /> Parameter Units of Frequency <br /> PCBs mg/kg Every- 1,000 tons* <br /> Location of shredder waste disposal -- Quarterly <br /> Amount of shredder-waste accepted tons Quarterly <br /> Designated level parameters mg/1 Every 1,000 tons, <br /> as necessary <br /> BTX&E mg/l or ug/l Every 1,000 tons <br /> *Or more frequently as required by the Department of Health Services. <br /> Testing for PCBs shall be conducted using composite samples collected at the <br /> shredder facility. The samples shall be analyzed using EPA Method 8080. BTX&E <br /> shall be measured using EPA Method 602. <br /> When it is necessary to determine if 'a shredder waste is a "designated waste", <br /> run a Waste Extraction Test. The shredder waste is "designated" if it exceeds <br /> any of the following maximum concentrations of designated level parameters. <br /> Designated Level <br /> Parameter Maximum Concentration <br /> Cadmium 100 ug/l <br /> Chromium VI 500 ug/l <br /> Total Chromium 500 ug/l <br /> Lead 500 ug/l <br /> Mercury 20 ug/l <br /> Nickel 134 ug/l <br /> Zinc 200 mg/l <br /> Copper 200 mg/7 <br />
