CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, <br />.(hereafter Board) finds that: <br />1. Forward Incorporated (hereafter Discharger) submitted a Report of Waste <br />Discharge, dated 18 May 1987. <br />2. The Report of Waste Discharge requests reclassification of four existing <br />waste management units (WMUs), and classification of one new WMU and three <br />WMUs planned for future construction (see Attachments 8, C, & D). These <br />WMUs will occupy all 157 acres of the waste management facility. The WMUs <br />are currently regulated by Waste Discharge Requirements Order No. 73-183, <br />which is no longer in conformance with Title 23, California Code of <br />Regulations (CCR), Chapter 3, Subchapter 15 (hereafter Subchapter 15). <br />3. The 157 acre disposal site, assessor parcel number 201-060-03, is owned and <br />operated by Forward Inc. Waste treatment, storage, and disposal activities <br />.have occurred within approximately 50 acres of the site. The site is seven <br />miles southeast of Stockton, in Section 3, TIS, R7E, MDB&M, as shown in <br />Attachment A which is incorporated herein and made part of this Order. The <br />WMUs at the site are as follows: <br />WMU "A" - Consists of four trenches covering an area of eight acres. Each <br />trench has a compacted clay liner with a dendritic leachate collection <br />system. The trenches are filled with mostly 'designated' and some <br />'hazardous waste'. This WMU is undergoing closure. <br />WMIJ "B" - This Class III Landfill covers an area of eight acres. Containing <br />*nonhazardous solid waste' and 'inert waste', this WMU has been temporarily <br />closed since 1986. <br />WMU "C" - This Class III Landfill occupies the South end of Trench 4. A <br />compacted clay dike separates the northern half of Trench 4• from the <br />'nonhazardous solid wastes' and 'inert waste' placed in the southern half. <br />WMU "D" - This Class III Landfill currently covers an area of 2-112 acres. <br />Approximately one acre of the Phase I portion has a compacted clay liner <br />with a dendritic leachate collection system. Leachate can be pumped from <br />the SUMP Via a SUMP access port. This WMU contains 'nonhazardous solid <br />waste' and 'inert waste' and is the current active unit. WMU "D" will be <br />
