WASTE DISCHARGE REQUIREMENTS -3-
FORWARD INCORPORATED
WASTE MANAGEMENT FACILITY
CLASS II LANDFILLS
CLASS III LANDFILLS
CLASS II SURFACE IMPOUNDMENT
CLASS 11 LAND TREATMENT UNIT
SAN JOAQUIN COUNTY
S. 'Hazardous waste' which has received a variance from DNS for the purposes
of disposal is classified as a 'designated waste' pursuant to Section 2522
of Subchapter 15.
9. 'Designated waste' may be disposed of in a Class III WMU provided that,
prior to disposal, the Discharger establishes to the satisfaction of the
Board that the waste presents a lower risk of degrading water quality than
is indicated by its classification.
10. The State Water Resources Control Board adopted Resolution 87-22 on 19
March 1987. This Resolution allows the discharge of shredder wastes to
Class III landfills where waste discharge requirements allow such
disposal.
11. The Discharger proposes to discharge shredder waste to WMU "D" and "N".
12. The Discharger proposes to discharge sewage and water treatment sludges to,
selected portions of WMU "0" and "H" as described in Finding 38.
13. The Discharger proposes to discharge soils contaminated with 'nonhazardous,
levels of petroleum hydrocarbons (<1,000 ppm) to WMU "G", a land treatment
unit. The soils will be stored and then aerated. Once the levels of
petroleum hydrocarbons have dropped below those given in Discharge
Specification 42, the soil will be used as daily or intermediate cover.
14. Leachate from the landfill units and liquid wastes described in Discharge
Specification 8.7 are proposed for discharge to WMU "F", a Class II surface
impoundment. These wastes are classified as 'designated wastes' using the
criteria set forth in Subchapter 15. The location of WMU "F" as shown on
Attachment B is tentative and may be changed. This final location will be
specified in WMU "F" design and construction specifications that will be
submitted to the Board for approval.
15. WMU "A" contains a mixture of 'designated' and 'hazardous waste'. This WMU
is undergoing closure under the direction of the State Department of Health
Services, Toxic Substances Control Division. Discharge of less than
'hazardous waste' may occur only as part of final cap construction.
16. Land within 1,000 feet of the site is used for agriculture.
17. The Forward Landfill is underlain by the Victor Formation. This is a
heterogeneous formation composed of fan and flood plain deposits derived
from Sierra granitics, meta.morphics, and volcanics. Geologic materials
immediately under the-WMUs are lenticular clay, silt, sand, and minor
amounts of gravel. Some of the lenses of clay., silt, and sand appear to be
laterally continuous between monitoring wells over,a distance of up to
