WASTE DISCHARGE REQUIREMENTS <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />SAN JOAQUIN COUNTY <br />-7- <br />44. The Board has notified the Discharger and interested agencies and persons <br />of its intention to revise the waste discharge requirements for this <br />facility. <br />45. In a public hearing, the Board heard and considered all comments pertaining <br />to this facility and discharge. <br />IT IS HEREBY ORDERED that Order No. 73-183 be rescinded, and Forward <br />Incorporated, in order to meet the provisions contained in Division 7 of the <br />California Water Code and regulations adopted thereunder, shall comply with the <br />fol l owi ng: <br />A. Discharge Prohibitions: <br />- 1. The discharge of 'hazardous waste' at this site (except for asbestos <br />waste or shredder waste) is prohibited. <br />2. The discharge to the Class III landfill units of 'designated waste' or <br />liquid or semi-solid waste (i.e., waste containing less than <br />percent sol..cts}� except dewatered sewage"��SP"'water treatment sludge as <br />15 <br />.. <br />'—ftc v.12ed in Section 2523( c ) of Subchapter 15, is prohibited. <br />3. The discharge to the Class III landfinj _., u ii ,:4i ..sojiciuwa .... <br />containing free_ li u'd or moisture_ in excess of the waste's moisture <br />h�l.ding �apac��is_ r•ohb�ted�, <br />4. The discharge of solid or liquid waste or leachate to surface waters, <br />surface water drainage courses or to ground water is prohibited. <br />5. The discharge of waste from the surface impoundment is prohibited. <br />6. The discharge of waste to ponded water from any source is prohibited. <br />7. The discharge of waste within 50 feet of surface waters is <br />prohibited. <br />8. The discharge of wastes which have the potential to reduce or impair <br />the integrity of containment structures or which, if commingled with <br />other wastes ;n the :nit, could produce violent, reaction, hFat or <br />pressure, fire or explosion, toxic by-products, or reaction products <br />which in turn: <br />
