WASTE DISCHARGE REQUIREMENTS -9- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />SAN JOAQUIN COUNTY <br />"SHREDDER WASTE MONITORING", the shredder -waste may be disposed <br />of in a monofill dedicated to shredder waste or in an area where <br />the shredder waste will not contact other wastes or leachate or <br />be overlain by wastes other than shredder waste. <br />5. The discharge of liquid and semi-solid waste to the surface impound- <br />ments is limited to leachate from the landfill unit and surface <br />impoundment leachate collection and removal systems (LCRSs), septage, <br />chemical toilet waste, boiler blowdown water, grease trap pumpings, <br />and other wastes that are compatible with the liner system and meet <br />the approval of the Board. <br />6. Waste materials shall be confined to the waste management units as <br />shown on Attachments 8, C, and D. <br />7. The Discharger shall remove and relocate any wastes discharged at this <br />site in violation of this Order. <br />8. Wastes shall not be discharged below an elevation of +15 feet above <br />mean sea level (MSL). A minimum separation of 30 feet shall be <br />maintained between wastes or leachates and the highest anticipated <br />elevation of underlying ground water including the capillary fringe. <br />9. All wells within 500 feet of a waste management unit shall be sealed <br />to the satisfaction of the San Joaquin Local Health District prior to <br />the discharge of waste to the unit. A record of the sealing and/or <br />abandonment of such wells shall be sent to the Board. <br />GENERAL WMU CONSTRUCTION <br />10. Materials used to construct liners shall have appropriate physical and <br />chemical properties to ensure containment of discharged wastes over <br />the operating life, closure, and post -closure maintenance period of <br />the WMUs. <br />11. Materials used to con. -trust the LCRSs shall have appropriate physical <br />and chemical properties to ensure the required transmission of <br />leachate over the life of the WKUs. <br />12. Clay liners and landfill caps shall have a minimum hydraulic <br />conductivity of 1x10-5 cm/s and a minimum relative compaction of 90 <br />percent. Hydraulic conductivities of liner materials shall be <br />determined by laboratory tests using solutions with similar properties <br />as the fluids that will be contained. Hydraulic conductivities of cap <br />materials shall be determined by laboratory tests using water. <br />
