WASTE DISCHARGE REQUIREMENTS -15- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />SAN JOAQUIN COUNTY <br />the bottom of the clay pad. Once the waste has dried, it and any soil <br />it has contacted shall be moved to MMU "D", or "H" for disposal. The <br />clay pad shall be rebuilt to its original thickness after each drying <br />cycle. The application rate of food processing waste shall not exceed <br />270 cubic yards per acre. This operation may be done from Kay through <br />October. <br />46. Wastewater and water treatment plant sludges may be dried and disposed <br />of in the same manner as food processing waste. These sludges must <br />not be a 'designated waste'. <br />WMU CLOSURE SPECIFICATIONS <br />47. The closure of each WMU shall be under the direct supervision of a <br />California registered civil engineer or certified engineering <br />geologist. <br />48. Closed WMUs shall be provided with at least two permanent monuments, <br />installed by a licensed land surveyor, from which the location and <br />elevation of all wastes, containment structures, and monitoring <br />facilities can be determined throughout the post -closure maintenance <br />period. <br />,— a • <br />49, At closure, each landfil_I unit shall receive a final cover consisting, <br />at a. minimum, of a two -foot thick foundation layer which may contain <br />waste materials, overlain by a one -foot thick clay liner, and finally <br />by a one -foot thick vegetative soil layer, or an engineered equivalent <br />final cover approved by the Board pursuant to Subsections 2510(b) and <br />(c) of Subchapter 15. <br />50. Vegetation shall be planted and maintained over each closed landfill <br />unit. Vegetation shall be selected to require a minimum of irrigation <br />and maintenance and shall have a rooting depth not in excess of the <br />vegetative layer thickness. <br />51. Closed landfill units shall be graded to at least a three percent <br />grade and maintained to prevent ponding. <br />
