ETATkF CAuFORNIA, <br /> GEORGE DEUKMEJIAN,Governor <br /> CALIFORNIA REGIONAL WWER QUALITY CONTROL BOARD ..,.. a. <br /> CENTRAL VALLEY REGION <br /> 3443 ROUTiER ROAD <br /> SACRAMENTO,CA 95827-3098 <br /> 8 February 1988 <br /> A <br /> LTH <br /> V EMT/SFRVICES <br /> Mr. Greg Basso <br /> Forward Inc. <br /> Post Office Box 6336 <br /> Stockton, CA 95206 <br /> .INSPECTION OF FORWARD LANDFILL, SAN JOAQUIN COUNTY (CASE NO. 2209) <br /> During my 22 January 1988 inspection of Forward Landfill , I found the following <br /> violations of Waste Discharge Rpquireraents Order No. 88-023: <br /> 1. 1 Ponded water was found in several areas around the landfill. Discharge <br /> Specification B. 16 requires that "Class II'I landfill units and related <br /> containment structures shall be constructed and maintained to prevent <br /> ponding. . .". <br /> 2. Infectious waste was found in WMU D. Waste discharge requirements for <br /> Forward do not permit this .waste. The material I observed was improperly <br /> bagged by the generator making detection of this waste at the landfill <br /> difficult. I suggest that you work with the San Joaquin Local health <br /> District to solve this problem. <br /> 3. Sail stored at WMU G was not; properly covered, Discharge Specification <br /> 8.42 states that "Soil piles stored in WMU G sha.11 at all times be <br /> completely covered with a synthetic liner, except during aeration". <br /> 4. WMU G currently contains ponder! water. Discharge Specification B.44 <br /> states that "WMU G shall be graded so that runoff will collect in a <br /> sedimentation pond dedicated to that Unit". <br /> 5. Erosion damage was found on the exterior berms of the landfill , especially <br /> on the south and west sides of WMU S. Anima.l burrows were present on 6.11 <br /> exterior berms of the landfill . Discharge Specification B.16 states that <br /> "Class III landfill units and related containment structures shall be <br /> constructed and maintained to prevent. . . , erosion, slope failure,. . ,". <br /> Items 1, 2, 3 and 5 should be corrected within 30 days.
