Forward Landfill -2- 8 February 1988 <br /> violation of Waste Discharge Requirements, Discharge Specification 8.42 which <br /> reads "Soil piles, stored in WMU G shall at all times be completely covered with <br /> a synthetic liner, except during aeration". I also noted many areas in WMU G <br /> with ponded water. The current Waste Discharge Requirements, in Discharge <br /> Specification 8.44, require that WMU G be graded so that runoff will collect in <br /> a sedimentation pond dedicated to that unit. WMU G will have to be regraded to <br /> eliminate ponding and direct runoff to a sedimentation basin. <br /> Before we left for lunch, Bob and I walked the perimeter of the site. I saw <br /> many instances of erosion damage, most notably on the south and west sides of <br /> WMU B. In addition, I noticed numerous animal burrows on the north face of WMU <br /> A with areas of localized soil sloughing due to activities of burrowing animals. <br /> Burrows of rodents such as ground squirrels can extend back into the berm as far <br /> as 30 feet. If not controlled, these burrows can become numerous enough to <br /> affect stability of the berm. Erosion and animal burrows are a violation of <br /> waste discharge requirements. Discharge Specification B.16 states that "Class <br /> II landfill units and related containment structures shall be constructed and <br /> maintained to prevent. . ., erosion, slope failure,. . ." <br /> After lunch, we returned to the landfill and observed sampling of Monitoring <br /> Well No. 6 by a. crew from California. Water Labs. Steve Furnas, owner of the <br /> lab, was there monitoring the sampling operation. Water withdrawn from the well <br /> contained a. heavy sediment load. While removing their purging pump from the <br /> well , the pump hung up on the well screen and the hose and power connections <br /> were ripped from the pump. Hopefully, the well screen was not damaged. I <br /> collected splits for volatile organics analysis. Since their pump was damaged, <br /> the sampling crew had to quit for the day. <br /> INSPECTION SUMMARY <br /> Ponded water was observed at several locations around the landfill, a. violation <br /> of current waste discharge requirements. Improperly bagged infectious waste was <br /> found in WMU D. As such, this waste is difficult to detect and the landfill <br /> operator will need help from other agencies such as the San Joaquin Local Health <br /> District to deal with this problem. Soil stored in WMI1 G was not completely <br /> covered, a violation of current waste discharge requirements. WMU G must be <br /> regraded before aeration c n begin this spring. WMU 8 has erosion damage, <br /> another violation of waste discharge requirements, that needs to be corrected. <br /> All of the exterior berms at the site have extensive rodent damage that, if left <br /> unchecked, can impair the effectiveness of these structures. <br /> f <br /> TIMOTHY A.
