ST.aE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WAPR QUALITY CONTROL BOARD ;
CENTRAL VALLEY REGION
3443 ROUTIER ROAD ' F
SACRAMENTO,CA 95827-3098
23 .March 1988
Mr. Greq.8asso ...
Forward Inc..
P.O. Box 6336
Stockton, CA 95206
FILLING A DEPRESSION IN WMU C AT FORWARD LANDFILL, SAN JOAQUIN COUNTY
(CASE #2209)
On 1 March 1988, during an inspection of Forward Landfill , Rick Vidas asked me
if a depression in Waste Management Unit (WMLJ) C could be filled with
nonhazardous solid waste (see map) . I told Rick that before I made a decision,
I wanted to look at photographs taken during filling of the northern end of
Trench 4 in WMU A. From those photos , I cannot determine exactly where the
filling of Trench 4 stopped. In view of the status of WMU A and the potential
regulatory problems involved if nonhazardous solid waste were inadvertently
placed on top of: hazardous waste, I think treat borings should be taken along the
boundary in question (see map) to establish whether or not there is hazardous
waste in that area.
When I was at Forward landfill on 4 March 2988, Rick Vidas, Dan Maglionico and I
looked at the area in question and agreed that soil borings would be a good way
to determine where the fill operations in Trench 4 stopped. Dan said that there
are plans to take borings on-site anyway and that he or. Rick would make
arrangements to have the driller complete a few borings in the area .in question.
If those borings show conclusively that hazardous waste does not underlie the
depression, then I will approve filling the depression with nonhazardous solid
waste.
If .you have any questions, call me at (916) 361-5737.
TIMOTHY uRANDALL
Project Engineer
TAC:sg
cc: Mr. Ray LeClerc, Department of Health Services, Sacramento
Ms. Carolyn Ricnardso;a, Calif)rnia Farpr Bureau Federation, Sacramc-nit.o
Mr. Alan ieder an,~ .San Joaquin County Local Health District, Stockton
Nor.
