Those plans and our <br /> inspections show that this Landfill meets Class III construction and siting <br /> requirements. Nonhazardous solid waste, as defined in Title 23, Chapter 3, Sub- <br /> chapter 15, Section 2523, may be discharged to this new Landfill provided that the <br /> following conditions are met: <br /> 1. Standing water in the new Landfill must be removed by the leachate collec- <br /> tion system. If the leachate collection system fails to remove all of the <br /> water, then the system shall be modified so that it does. <br /> 2. Standing water in the solar pond excavation must be removed before and <br /> during- operation of the Landfill . <br /> 3. Surface water runoff structures shall be constructed to prevent runoff from <br /> entering the Landfill or solar pond excavation area. <br /> 4. The Landfill must be filled in such a way that heavy equipment will not <br /> damage the clay liner. <br /> 5. The clay liner must not be allowed to dry to the point that dessication <br /> cracks appear. <br /> 6. Check the leachate sump for leachate on a weekly basis or more frequently, <br /> if required. If leachate is found, remove and dispose of it in an accept- <br /> able manner. <br /> I want to be present whenyoupump ponded water out through the leachate collec- <br /> tion system and when the first loads of waste are discharged.
