17680 Stockpiling Stockpiles of cover material were C
located west of the working face-.
Stockpiling did not interfere with
other site activities.
17681 Availability, The supply of cover was sufficient C
Of Cover enough to provide for compliance
with section 17682. Cover is ob-
tained from on-site excavations.
I arrived at the site at 0715 hours V
and observed uncovered refuse over
the entire working face. The ex-
posed waste was from the previous
days activities and included food
processing waste which was attract-
ing flies. Daily cover over all
waste received at the working face
is required at this site in order
to prevent propagation of vectors,
to control landfill fires and to
prevent the creation of nuisances.
(See Slide 1-9.)
17683 Performance This is not a performance standard C
Standards site.
17684 Intermediate I observed one area immediately V
Cover down slope of the road located
north of the maintenance facility
where plastic, metal, and other
miscellaneous wastes were protrud-
ing through the intermediate cover
material. A contributing cause of
the exposure was due to slope eros-
ion. This standard requires that at
least twelve inches of cover mater-
ial remain over all surfaces of the
fill where no more wastes will be
deposited within 180 days.
17685 Final Cover Rick Vidas, Operations Manager, C
stated that there are no final
cover areas at this site.
17686 Scavenging The Forward, Inc. landfill is not C
open to the public. Only commercial
drivers use the site. I did not ob-
serve any scavenging during this
inspection.
Waste Management Specialist
