17704 Leachate According to Gregory Basso, Owner, C <br />Control a leachate control system has been <br />in place since 1979. No leachate <br />was observed on the site or leaving <br />the site. Steve Rosenbaum of the <br />Regional Water Quality Control <br />Board (RWQCB) stated that this fa- <br />cility is complying with Water Board <br />requirements. The RWQCB does not <br />consider this site to have a leach- <br />ate violation. <br />17705 Gas Control This site is located in a rural ag- C <br />ricultural area. I saw no indica- <br />tion of a gas control problem or of <br />a potential gas control problem. <br />I did, however, check all founda- <br />tioned on-site structures with a <br />Organic Vapor Analyzer and the <br />site perimeter area with a gas me- <br />ter for compliance with this stan- <br />dard. No violation of the gas <br />standard was found. <br />17706 Dust Control The amount of dust generated by C <br />site activities was not causing a <br />public nuisance. <br />17707 Vector and Bird I observed hundred of flies on the V <br />Control east end of the working face, on a <br />blackish food waste material which <br />was spread out through a two square <br />yard area. Flies were also seen in <br />unacceptable numbers throughout the <br />working face in part due to the a- <br />mount of food processing waste pre- <br />sent. Applying adequate amounts of <br />cover material every 24 hours as <br />required should mitigate this pro- <br />blem. (See Slides I-18 through <br />I-21.) <br />17708 Drainage and Site contours and drainage channels C <br />Erosion Control control site drainage.
