This <br />site pre-exists the implementation <br />of this standard. <br />17741 Burning Waste <br />C <br />I did not observe any burning <br />wastes at this site. <br />17742 Hazardous Waste <br />I observed that asbestos was not <br />being properly handled at this <br />site. Asbestos loads were dumped <br />at the active face where an attempt <br />was then made to cover the bags, <br />via a bulldozer, with refuse. As a <br />result of this process, I saw <br />numerous bags broken open exposing <br />the friable asbestos. open bags of <br />asbestos were seen in various areas <br />throughout the working face. (See <br />Slides 1-6 through I-10.) one small <br />pile of asbestos, minus the bag, <br />was found 15 feet east of the <br />working face. <br />F_ ­age No. 9 of 11 <br />The Regional Water Quality Control <br />Board has allowed this site to ac- <br />cept asbestos as long as the <br />handling and disposal methods are <br />in accordance with all applicable <br />federal and state laws and reg- <br />ulations. <br />The Local Enforcement Agency (LEA) <br />and site operator need to develop <br />a proper technique for the hand- <br />ling and disposal of the incoming <br />asbestos. <br />I also observed a truck dumping <br />a load which contained an empty <br />50 -gallon drum of flammable liquid <br />and several empty cases of organic <br />peroxide, an oxidizing substance. <br />(See Slide 1-12.) <br />Waste management Speciali.-j"i <br />
