A more extensive confirmation sampling plan and schedule <br /> must be submitted if waste is found outside the waste <br /> management unit during the surface soil sampling plan. The <br /> plan must be developed and submitted to DHS, the <br /> Environmental Protection Agency (EPA) , and the Regional <br /> Water Quality Control Board for review, modification, and <br /> approval within sixty (60) calendar days of positive <br /> sampling results. <br /> 5. A survey plot must be submitted to the local zoning <br /> authority, DHS, and the EPA Regional Administrator within 60 <br /> calendar days of completion of closure as required by 40 CFR <br /> 265. 116 and CCR Title 22 67219. <br /> 6. A notation must be placed in the deed to the facility <br /> property within 60 calendar days of certification of closure <br /> as required by 40 CFR 265. 119 and CCR Title 22 67220. <br /> 7 . The vegetative layer must be no less than 18 inches in <br /> thickness and must be planted with a grass mixture <br /> recommended by the Soil Conservation Service for the <br /> facility area. The facility must insure that roots of <br /> plants on the vegetative layer do not penetrate the clay <br /> liner. <br /> 8. The EPA HELP Infiltration Computer Model must be run to <br /> verify the effectiveness of the cover system.
