Box 6336 <br />Stockton, CA 95206 <br />FORWARD LANDFILL, SAN JOAQUIN COUNTY (CASE NO. 2209) <br />GEORGE DEUKMEJIAN, Governor <br />We have reviewed the updated plans for the construction of <br />Pit 88A of WMU D submitted by Mr. Thomas Woodward of EBA. The <br />plans call for a single four foot thick compacted soil liner <br />sloped at one percent toward the west. A dendritic leachate <br />collection and removal system (LCRS) and two leachate sumps <br />are also planned. You propose to discharge asbestos and ash <br />in the southern portion of the pit which will be lined with <br />an additional 18 mil high density polyethylene membrane <br />bonded to a geofabric. The north and south halves of the pit <br />will be separated by an earthen dike to prevent any acidic <br />leachate from municipal solid waste in the north cell from <br />contacting ash in the southern cell. <br />This expansion of WMU D is regulated by the existing waste <br />discharge requirements (WDRs) for the landfill. Board staff <br />has determined that the proposed plan meets or exceeds the <br />minimum requirements for a Class III landfill. Therefore, <br />WMU D is approved as a Class III waste management unit <br />subject to the following conditions: <br />1. You operate Pit 88A, an extension of WMU D, as <br />a Class III landfill in compliance with Waste <br />Discharge Requirements Order No. 88-023, <br />including the monitoring and reporting <br />provisions of the Order. <br />2. Any ash discharged in Pit 88A shall not be a <br />hazardous or designated waste, as specified in <br />the WDRs. Each source of ash needs to be <br />tested as described in the WDRs. Waste <br />extraction tests shall be done in a manner <br />consistent with the anticipated leachate in the <br />cell. If you intend to place other waste which <br />could generate an acidic leachate south of the <br />interior dike, then a standard citric acid <br />solution shall be used for the waste extraction <br />test on the ash samples. <br />You still need to submit a final construction report <br />including construction quality assurance (CQA) data for <br />Pit 88A. Please submit the report by 15 December 1988. <br />
