California Waste Management Board <br />December 21, 1988 <br />Page 2 <br />Aaft inspections of the entire site are made by the site operator for the following: <br />a) <br />Intermediate cover <br />b) <br />Ponded areas <br />c) <br />Clogged drainage ditches <br />d) <br />Monitoring well security <br />e) <br />Cover stockpile availability <br />0 <br />Future trench assessment <br />g) <br />h) <br />In addition to the Inspections performed by our site operator, our engineering (EBA) and <br />geotechnical (Klelnfelder) consultants perform the following: <br />a) Monthly asbestos testing (air quality) <br />b) Monthly monitoring well level measurements <br />c) Quarterly monitoring well constituent testing <br />d) Quarterly ash sampling and testing <br />o) Quarterly lysimeter sampling and testing <br />Specific procedures for the sections listed in your letter are as follows: <br />As waste Is received at the landfill it is spread and compacted by the Caterpillar <br />compactors operating with between 3 and 5 passes on 1 to 2 feet waste layers. Two <br />compactors, one Caterpillar 826 and one Caterpillar 816 are available full time to spread <br />and compact the waste. Standard procedure is to do this as it is received. An agreement <br />Is In effect with Axeland Excavation to provide back-up equipment on � hour notice should <br />.,the need arise. Adherence to these procedures is closely monitored by the site operator <br />several times each day. All equipment operators have been trained to maintain these <br />minimums. <br />�-191 .•• <br />To ensure efficient compaction'of th'e waste, the working face Is held to a maxim= of 2.5 <br />horizontal to 1 vertical. This is monitored several times per day by our operator along with <br />the spreading and compaction inspections. The equipment operators have been trained <br />to recognize this maximum slope and instructed on the importance of maintaining same. <br />Depths of trench cuts are kept to 25 feet below"grade. <br />
