C- W IA c-1 n 9 <br />The operator shall certify to the CWMB and the LEA, - <br />�' 89, that all of the following have been <br />accomplis a as required by GC 66796.22: <br />An �initial estimate of closure and postclosure <br />maintenance costs has been prepared. <br />b. A trust fund or other equivalent financial arrangement <br />acceptable to the CWMB has been established. <br />C. Amounts deposited annually in the trust fund or other <br />equivalent arrangement acceptable to the CWMB will <br />ensure adequate resources for closure and postclosure <br />maintenance. <br />All documentation relating to the preparation of the closure <br />and postclosure maintenance costs shall be retained by the <br />operator and shall be available for inspection by the CWMB <br />or the LEA at reasonable times. <br />The operator shall submit to the LEA copies of a plan for <br />the closure of the landfill and a plan for the postclosure <br />maintenance of the landfill for approval by the LEA and <br />CWMB. These plans shall be submitted not later than: <br />a. On July 1, 1990, if the operator intends to close the <br />solid waste landfill by September 28, 1992 or does not <br />have sufficient permitted capacity to operate beyond <br />September 28, 1992, or <br />b. The first date after July 1, 1990, that the Solid Waste <br />Facilities Permit is required to be reviewed (five year <br />permit review required per GC 66796.33(d) and CCR <br />18213). <br />Application for the five year permit review is due to <br />the LEA, 120 days prior to the due date for completion <br />of the review. The plan shall be included as part of <br />the application for review. <br />C. With the operators closure plans, evidence is to be <br />submitted of financiai ability to provide for the cost <br />of closure and 15 years of postclosure maintenance. <br />
