Mr. Greg Basso -3- <br />21 April 1989 <br />As discussed in our previous correspondence, construction of <br />WMU D-88 started without engineered plans and without Board <br />approval. One result of these circumstances is the <br />uncertainty about the thickness and permeability of the <br />liner. We have also expressed our concern that the final <br />slopes on the trench wall may be too steep for the soil <br />conditions at the site. These side walls may be a hazard to <br />both the facility employees, truck drivers, and visitors. <br />During our meeting on 14 April 1989, we discused upcoming <br />construction projects and areas for improvement in planning, <br />design, construction and testing of new waste management <br />units.
