We agree with your <br />determination that this material is not a designated waste <br />provided that it is discharged to the uppermost lifts of the <br />Class III waste management units at Forward. <br />We understand that the analytical data comes from <br />representative samples of ash from an existing Proler <br />facility and not the plant that is planned for San Joaquin <br />County. To ensure that the ash waste from the new plant is <br />suitable for discharge to the Forward Landfill, you need to <br />include the Proler waste in the periodic load -checking <br />program at the landfill until the ash is adequately <br />characterized. Laboratory analyses for extractable metals <br />using the deionized water waste extraction test (WET) would <br />be an appropriate test method given the present <br />circumstances. The Proler staff may be able to provide this <br />information to you as part of their own analytical efforts or <br />you may run independent tests. <br />The ash sampling and analysis plan needs to address any <br />expected variability in the ash composition and frequency of <br />testing and whether the samples will be composited.
