Box 6336 <br />Stockton, CA 95206 <br />FORWARD LANDFILL, SAN JOAQUIN COUNTY (CASE NO. 2209) <br />We have reviewed the monitoring data for Forward landfill <br />collected since submittal of the supplemental Solid Waste <br />Water Quality Assessment Test (SWAT) report in September <br />1988. The available data set now covers a period of 3 to 5 <br />quarters of samples from 12 monitoring wells and 1 to 3 quar- <br />ters of samples from 6 lysimeters at the facility (see <br />enclosed facility map). This data confirms the conclusion <br />made in the supplemental SWAT report that the facility is not <br />leaking hazardous waste at hazardous levels. On this basis, <br />we approve the SWAT report. <br />The data do indicate, however, that some water quality <br />parameters are above background, but generally below DHS or <br />EPA Maximum Contaminant Levels (MCLS) for drinking water or <br />DHS Action Levels. These findings are indicated by the <br />presence of low levels of volatile organic compounds in 5 <br />wells and 3 lysimeters (see Table 1 enclosed) plus elevated <br />Total Dissolved Solids (TDS) in well 2A. <br />Forward must continue ground water and vadose zone monitoring <br />as required by the facility's waste discharge requirements. <br />We note that 3 additional monitoring wells have been <br />installed. Additional data collected through the monitoring <br />program should allow for a better evaluation of the signifi- <br />cance of the present findings. The annual monitoring report <br />for 1989 should include a discussion of the source of any <br />contamination, water quality impacts and the need for future <br />actions based on results of the monitoring program. <br />If you have any questions, please call Steve Rosenbaum at <br />(916) 361-5732. <br />WILLIAM J.
