MARD <br />V <br />WASTECHNOLOGIES <br />September 14, 1989 <br />Ms. Pamela Johnson <br />Department of Health Services <br />4250 Power Inn Road <br />Sacramento, CA 95826 <br />RE: WMU-A Closure Cap Certification, Forward Landfill, Stockton, CA <br />lylnur PNm <br />This letter is to inform you of the status of the closure construction for <br />Waste Management Unit - A at the Forward Landfill, Stockton, CA and to <br />certify the cap has been constructed in accordance with the closure <br />documents and the provisions of Subchapter 15, Title 22, California Code <br />of Regulations. <br />We have completed the construction of the closure cap by placing a 2 foot <br />compacted clay layer over the WMU compacted to a minimum of 90% of <br />maximum laboratory density. Over the clay a topsoil layer with a minimum <br />thickness of 18 inches has been placed and graded to a 3% slope to the <br />east and a 4% slope to the west of a central ridge line. A total of 257 <br />density tests were taken on the clay layer during it's placement with all tests <br />showing the minimum relative compaction of 90%. An initial set of eight <br />permeability tests were taken from the clay cap on August 22, 1989 resulting <br />in permeabilities which range from 2.2 x 10-7 cm/sec to 6.0 x 10-8 cm/sec. <br />The remaining five permeability tests are currently underway and the results <br />of these tests will be included in the final construction report. <br />Additional construction other than the placement of the cap is continuing <br />and is expected to be completed by the end of September 1989. This <br />construction includes the placement of the perimeter drainage facilities, the <br />installation of a synthetic liner in the swale at the south end of the WMU, the <br />final survey of the cap.
