Box 6336 <br /> Stockton, California 95206 <br /> Dear Ms. Fisher: <br /> Subject : Completeness of Preliminary Closure and <br /> Postclosure Maintenance Plans, Forward Landfill, <br /> San Joaquin County, Facility No. 39-AA-0015 <br /> As per our telephone conversation on February 17, 1994, the <br /> preliminary closure and postclosure maintenance plan <br /> submittals for the Forward Landfill are deemed complete and <br /> accepted for filing for consideration of approval . Please <br /> disregard the letter sent to you dated February 14, 1994 , <br /> which deemed the plans incomplete. <br /> The San Joaquin County Department of Public Health Services <br /> [Local Enforcement Agency (LEA) ] , the Central Valley <br /> Regional Water Quality Control Board, and the California <br /> Integrated Waste Management Board [Board] will proceed to <br /> review the submittal to: (1) determine that closure and <br /> postclosure maintenance, as described in the plans, is <br /> consistent with the applicable requirements of Title 14 and <br /> Title 23 of the California Code of Regulations; (2) <br /> determine the adequacy of the cost estimates; and (3) verify <br /> whether the proposed financial mechanism is acceptable to <br /> provide for the costs of closure and postclosure <br /> maintenance. Agency staff will respond in writing on the <br /> adequacy of the plans in accordance with Title 14, <br /> California Code of Regulations [14 CCR] , Section 18271 . <br /> If you have any questions concerning the plans or cost <br /> estimates, please contact me at (916) 255-2353 .
