O. The proposed composite landfill liner will cover about 6 acres with 4.5 acres of base
liner and 1.5 acres of interface liner. The interface liner overlaps the existing waste in the Class III
landfill WMU D89.
We conclude that the proposed design for the base liner complies with Title 23, California Code of
Regulations,Division 3, Chapter 15 and the facility's Waste Discharge Requirements Order No.
94-014. The interface liner, however, substitutes a geosynthetic clay liner as an engineered
alternative for the prescriptive standard of two feet of clay liner. This engineered alternative requires
approval by our Board, so we will prepare tentative WDRs describing the proposed liner system. We
anticipate this item will be considered at the Board meeting on 20 June 1997.
If you have any questions, please call Steve Rosenbaum at(916) 255-3131.
VICTOR J.
Senior Engineering Geologist
SER
cc: Mr. Terry Smith,Permits Branch,Integrated Waste Management Board, Sacramento
Ed Padilla, San Joaquin County Public Health Services, Stockton
Mr. Serge Terentieff, CH2M-Hill, Oakland
Ms. Sangeeta Lewis,Lewis Engineering, San Rafael
