Box 6336 <br /> Stockton, CA 95206 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY (Case No. 2209) <br /> We have reviewed the design report for Forward Landfill's next phase of construction known as <br /> WMU D97. The proposed composite landfill liner will cover about 6 acres with 4.5 acres of base <br /> liner and 1.5 acres of interface liner. The interface liner overlaps the existing waste in the Class III <br /> landfill WMU D89. <br /> We conclude that the proposed design for the base liner complies with Title 23, California Code of <br /> Regulations,Division 3, Chapter 15 and the facility's Waste Discharge Requirements Order No. <br /> 94-014. The interface liner, however, substitutes a geosynthetic clay liner as an engineered <br /> alternative for the prescriptive standard of two feet of clay liner.
