Regulations (Cal. Code of Regs. ) , Division 31 Chapter 15, Article <br /> 3. <br /> 2. Waste Management Unit A is eight acres in size and was <br /> in operation from 1979 to 1984. It was closed in 1989 in <br /> accordance with applicable federal and state hazardous waste <br /> landfill closure requirements, including the construction of a <br /> two-foot thick clay cap. Groundwater and vadose zone monitoring <br /> systems were installed at the time of closure. The Department of <br /> Toxic Substances Control (hereafter, the Department) issued a <br /> Hazardous Waste Facility Post-Closure Permit to Permittee for <br /> Waste Management Unit A on January 2, 1990, and Waste Management <br /> Unit A is currently in the post-closure care period. <br /> 3. Permittee has performed certain historical corrective <br /> actions at the Forward Landfill, in addition to closing waste <br /> Management Unit A. In 1985, five solar evaporation ponds at the <br /> facility were closed, excavated, and disposed of in Waste <br /> Management Unit A. In 1990, Waste Management Units B, C and D87 <br /> (all Class III its) were covered with a two-foot intermediate <br /> cap which was graded to promote drainage. <br /> 4. The Hazardous Waste Facility Post-Closure Permit <br /> requires the Permittee to conduct ongoing monitoring of the <br /> int-of-compliance groundwater monitoring wells .immediately <br /> downgradient of Waste Management Unit A. Such monitoring has <br /> shown the presence of certain organic and inorganic waste ' <br /> constituents which may be associated with wastes formerly <br /> 2 <br />
