Box 6336 <br /> Stockton, CA 95206 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY(Case No. 2209) <br /> I have reviewed the WMU D98 landfill and WMU F surface impoundment design report. The report is <br /> acceptable with the following changes. The landfill needs a composite liner on the 2:1 slopes over native <br /> ground unless these slopes are too steep to permit construction of a stable composite liner. Stability <br /> calculations should be provided to support the design change. <br /> The surface impoundment needs a LCRS testing system and a vadose zone monitoring system. The <br /> LCRS testing system should allow annual testing of the LCRS to demonstrate proper operation and <br /> comparison of each year's test results. Vadose zone monitoring can be done by several methods. Our <br /> preferred method is a pan lysimeter covering the sump area. A revised design detail drawing for the <br /> impoundment sump area showing the vadose zone monitoring system should be submitted for review <br /> prior to construction. <br /> The final CQA report for this project must include laboratory test results demonstrating that the various <br /> materials used for construction achieved the strength parameters and interface friction angles used in the <br /> stability calculations. <br /> If you have any questions,please call me at(916) 255-3131. <br /> STEVE E.
