The car was located at the north end of the <br />pesticide storage warehouse near a CAL-WASTE 40-yard roll-off bin. The car was partially dismantled and covered by soil <br />residue suggesting that it had been recently unearthed. Approximately half a cup of car fluids had leaked onto the soil <br />from the excavated car. According to received photographic evidence, this car was previously buried onsite. The shallow <br />excavation pit from which the car was removed was filled with liquid during car removal activities, and stacks of pallets <br />were placed over the location where the hole had been backfilled. <br />Dark oily staining was also observed on the soil near the silo and parked trucks. <br />One pallet of Peters Excel 15-5-15 observed in Greenhouse 3 D had material that had leaked down the sides of <br />the cardboard. The bottom of the cardboard had dark stains and was saturated. <br />Two pallets of Nature Safe 10-2-8 observed in Greenhouse 3 D had holes in bags where the contents had leaked onto <br />the floor. <br />Per the California Health and Safety Code, 25189.5, the disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility which does not have a permit from the department issued pursuant to this <br />chapter, or at any point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only <br />by transportation to a permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized <br />point. <br />Observed the following hazardous materials over the threshold limit for the Hazardous Material Business Plan <br />(HMBP) program (exact quantity unknown): <br />-Propane (two large tanks and several smaller cylinders for the forklifts) <br />-Nutricote Total 18-6-8 Type 140 (5.5 pallets) <br />-Nature Safe 10-2-8 (13 pallets) <br />-Peters Excel 15-5-15 (1 pallet) <br />Per California Health and Safety Code (HSC) Chapter 6.5 25507: <br />(a) Except as provided in this article, a business shall establish and implement a business plan for emergency response to <br />a release or threatened release of a hazardous material in accordance with the standards prescribed in the regulations <br />adopted pursuant to Section 25503 if the business meets any of the following conditions at any unified program facility: <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />JOHN ALANIZ, REHS <br />Received By: Title: <br />EHD 23-02-003 Rev 04/19/12 <br /> CONTINUATION FORM
