INTRODUCTION <br />On behalf of the Bonnie Plants, ATC Group Services LLC (ATC), doing business as Atlas Technical <br />Consultants (Atlas), has prepared this Site Assessment and Corrective Actions Report for the Bonnie Plants <br />facility located at 23975 East Milton Road in Linden, California (Figure 1). The assessment was performed <br />to satisfy the requirements of the San Joaquin County Environmental Health Department's (SJCEHD) <br />Waste Discharge/Spill Response Notice to Abate (Appendix A) for the property dated August 3, 2021. This <br />report was prepared to document the site assessment activities in response to corrective actions listed in <br />the August 2021 Notice to Abate. <br />CORRECTIVE ACTIONS <br />According to the Notice to Abate dated August 3, 2021, the SJCEHD received an anonymous complaint <br />alleging that multiple cars were buried at the Bonnie Plants facility. One jeep was unearthed which likely <br />initiated the anonymous complaint. The complainant also alleged that there is an oil pit where oil had <br />been dumped onto the ground. The corrective actions listed in the Notice to Abate included the following: <br />Properly dispose of the dismantled car covered by soil residue and the contaminated soil beneath <br />it. Provide evidence to the EHD that no car parts were left in the ground when the car was <br />unearthed. Provide evidence to the EHD that the groundwater and soil where the car was buried <br />is free of contamination. Further evidence suggests that two additional cars may have been <br />previously buried on the property. Immediately investigate and remove all buried cars from the <br />area. When the cars are found, provide evidence that the ground water and soil were not <br />contaminated. <br />Clean all contaminated soil, ground water, and spilled chemicals and provide evidence and <br />disposal records to the EHD that the areas were cleaned up. <br />Log onto the California Environmental Reporting System at https://cers.calepa.ca.gov and report <br />the required hazardous material business plan inventory requirements. Apply for the permit with <br />the EHD for the hazardous materials stored on site. Please note that this requirement was fulfilled <br />on November 15, 2021 (Appendix B). <br />Provide sampling, hazardous waste determination, and disposal documentation to the EHD for all <br />generated wastes. <br />Provide a 48-hour notice to the EHD in advance of all sampling and cleanup activities to facilitate <br />clean up verification. <br />COMBINED GPR/EMI SURVEY <br />Atlas retained GPRS Inc. to perform a combined subsurface electromagnetic imaging (EMI) and ground- <br />penetrating radar (GPR) survey. The survey limits are displayed in Figure 2. The combined EMI/GPR <br />survey from August 25-27, 2021 did not result in evidence of other buried cars at the Bonnie Plants <br />facility. A copy of the results of the GPR/EMI survey is provided in Appendix C. <br />1age
