Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COX940SIL Site Location: 1400 E WATERLOO RD <br />Activity Summary <br />Activity Date <br />05/26/2020 <br />Recorded by <br />Met with Wayne Fox, EHD Director, and Michelle Henry, Lead Senior REHS. ALANIZ <br />There were several concerns over a fire that was occurring at Mizkan America, <br />Inc, 1400 E Waterloo Rd Stockton, CA, 95205. These concerns involved a shelter <br />in place (SIP) order, and the potential of different chemicals burning. <br />Called the Stockton fire department dispatch, and spoke with Matt (firefighter <br />working with Incident Commander-IC). He informed me that the fire had not <br />reached the building. Wooden and plastic pallets containing tomato and other <br />tomato derivatives (ie pastes) were burning. After the call with Matt, he called <br />back and said that the IC requested my presence. <br />Called Ivo Sahagun, Plant Manager, 209-482-0585. He said that the fire <br />department is just letting the fire burn right now. He said that the smoke is going <br />straight up and that he was fine with where he was (near the IC). <br />Called the San Joaquin Valley Air Pollution Control District (SJVAPCD), and got <br />connected with John Cadrett, office-559-230-5089, cell-559-960-1014. He <br />informed me that the agency was monitoring the fire through news channels. The <br />agency did not have any plans to send out an air inspector. I asked about the SIP <br />order and he replied that he would rely on the firefighters to make the call. <br />Received a call from Lowell Allen, San Joaquin Office of Emergency Services. He <br />had concerns with the water from the fire running into the delta. <br />Left for the site at approximately 10:00 a.m. and arrived at 10:30 a.m. Met with <br />Brandon Doolan, IC. He said that he had concerns over SIP and the water. He <br />said that he did not think a SIP was required because the smoke was raising <br />straight up. He would, however, not make the call, and would rely on the <br />SJVAPCD. <br />Calls with SJVAPCD: <br />Called John and left a message informing him that fire was relying on his agency. <br />I told him someone needed to come to make that decision. <br />Received a call back from him. He said that he was going to get an air monitoring <br />station in the area online. He was also going to be getting a van to monitor the <br />surrounding area. He asked if the county had an adjacent property that was one <br />mile away from the site. Discussed finding a property with Michelle Henry. <br />Called John back and he said that a county property was not needed anymore. At <br />this point in time, the fire was almost out. He said he would just send a van out <br />and use a monitoring station. If anything else was needed he would call and let <br />me know. <br />Calls with Stockton Storm Water. <br />Called the emergency line, 209-937-8341, and got connected with Richard Stiffler, <br />209-993-3274. Richard explained that the drains at the facility went into McLeod <br />Lake. As a result, there were no pumping stations in the piping route and the flow <br />of the water could not be stopped. The tide at McLeod Lake was currently high <br />and blocking the water from exiting the pipe. <br />Met with Chris Devore, MUD Supervisor, office-209-937-8725, cell-209-298-8367. <br />He showed me the piping layout. He said that he inspected the storm drains <br />further down the line and they were still clear. <br />Calls with Fish and Wildlife: <br />Called Matt Plaza, Office of Spill Prevention and Response (OSPR), <br />831-601-8604. It was determined that he would not respond since the spill was <br />non-petroleum. Called several different people and got into contact with Officer <br />Tapia, Fish and Wildlife, 707-430-1357. He forwarded the information to his <br />superior, Officer Brad Mellow, 209-640-8652. Officer Mellow said that this could <br />potentially be a petroleum spill because of the plastics melting. He also said that <br />he could not respond to the situation at current time because of the fire was still <br />going and the tide of the delta was high preventing the water from flowing into <br />McLeod Lake. <br />Facility (responsible party) <br />Met with Ivo Sahagun, Plant Manager. He confirmed that there were no <br />hazardous chemicals stored in the packing yard. All of the chemicals would be <br />located inside the building.
