Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COX940SIL Site Location: 1400 E WATERLOO RD <br />Activity Summary <br />Activity Date <br />Recorded by <br />Observations: <br />Water from the fire was going everywhere. The water observed was red from the <br />tomatoes that had burned. <br />Before leaving, I spoke with the IC. Updated him on the status of all the agencies. <br />He said there was no need for me anymore. He also said that there may have <br />been a little bit of Class A foam used. He could not give me a definite answer. <br />Left the site and arrived to the EHD at 1:00 p.m. <br />Received CalOES report 20-2791. <br />Received a call from Officer Mellow. He said that the debris had clogged the drain <br />preventing some of the water from escaping. He was in discussion with OSPR to <br />create a response. <br />Received a call from John Cadrett. He said that SJVAPCD had bought a van to <br />the area at 3:00 p.m. and it was driving around the area taking samples. He said <br />they would monitor the air to make sure the smoke did not go back down. <br />05/27/2020 Called Ivo Sahagun, Plant Manger, 209-482-0585. He said that he was in the <br />process of contacting companies to clean the debris. He was speaking with <br />Republic Services about the waste. I explained to him that I was going to be <br />writing a notice to abate and that he was going to need to make a complete <br />hazardous waste determination. Ivo said he would send me the waste profiles and <br />the disposal records. He is also working with Stockton Storm Water to release <br />the fire water into the sewer system. <br />Called Richard Stiffler, Stockton Storm Water, 209-993-3274. He said that there <br />was still flow in the storm drains from the fire. Although there was some blockage <br />from the debris, runoff was still making its way into the delta. I asked him about <br />the liquid release and Richard said there would need to be sampling before <br />anything could happen. He then directed me to Akin Fayehu, Storm Water <br />Inspector, 209-993-1449 Akin is writing the report for the incident and doing the <br />investigation. <br />Called Akin. He said that a plug was going to be put in downstream to prevent any <br />more water from going into the delta. There is a shutoff valve for the facility to <br />prevent liquid from leaving but it is buried underneath debris from the fire. <br />Received a call from Brad Mellow, Fish and Wildlife, 209-640-8652. I updated on <br />the situation. He is still in the process of trying to get a Fish and Wildlife response <br />together. <br />Typed up the notice to abate and emailed it to Ivo at ivo.sahagun@mazkan.com. <br />Typed up narrative, created a complaint, started to fill complaint information <br />needed for ER record. Updated Elena Manzo, Lead Senior. <br />05/28/2020 -Completed prop 65. <br />Completed photo log. <br />Called Ivo Shagun, 209-482-0585, to confirm that he received the notice to abate <br />emailed to him. <br />ALANIZ <br />ALANIZ <br />05/29/2020 Called Ivo Sahagun, Plant Manger, 209-482-0585, and confirmed that he received ALANIZ <br />the notice to abate. The arson investigation was still happening. <br />Received a call from Akin Fayehu, Storm Water Inspector, 209-993-1449.
