SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E <br />Date: Aug 17, 2022 <br />RP Mailing Address: PO BOX 7640 <br />Record ID#: COZTC3OPF <br />SAN FRANCISCO, CA 94120- <br />Program Element: 2546 <br />Spill Location: 1909 COURT DR, TRACY <br />Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />On Wednesday, August 17, 2022 at approximately 4:30pm, San Joaquin County Environmental Health (EHD) received a <br />page regarding a 1-gallon mineral oil release from a transformer pressure relief valve in the evening of Tuesday, August 16, <br />2022. <br />OBSERVATIONS: <br />EHD called and spoke with responsible party who stated the release occurred last night. The unit has been replaced and <br />clean-up started today and will be completed tomorrow by either PG&E or PSC. Transformer pressure relief valve was <br />dripping possibly due to the heat. The area has been secured. EHD will contact PG&E tomorrow for clean-up coordination <br />verification. <br />EHD arrived on site to make contact with homeowners and to see if the secured area and release area was observable from <br />the street. The impacted area is not visible from the street or driveways. Three possible units (1911 A, 1911 B and 1909 B) <br />were near the possible transformer which was dripping. Knocked at each unit to make contact with owners but no answer <br />from the homeowners. Left card in mailboxes. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />Facilitate spill cleanup by properly trained individuals, provide hazardous waste determinations and waste/hazardous waste <br />disposal records for impacted material to the EHD. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />ORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE Page 1 of 2 <br />1868 E.
