A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GRIN INVESTMENTS INC DBA:ARCO AM/PM 6009 N EL DORADO ST, STOCKTON November 08, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 302 CCR 2630(d), 2641(a)Leak detection equipment not installed/maintained/located to detect leaks at earliest <br /> opportunity. <br /> OBSERVATION: The diesel fill sump 208 sensor was raised approximately 1.5 inches off the lowest point of the <br /> sump and not located to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 304 CCR 2631(a); HSC 25290.1(c)Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION:Approximately 12oz of brine was observed in the UDC 11/12, indicating a leak in the primary <br /> containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 307 HSC 25290.1(c3), 25290.2(c3)Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the diesel STP and fill sumps. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately one gallon of liquid from the diesel STP <br /> and fill sumps and returned the sensor to its proper location.
