State of California
Gavin Newsom
Governor
California Environmental
Protection Agency
Yana Garcia,
Secretary for Environmental
Protection
Water Boards
State Water Resources
Control Board
E. Joaquin Esquivel, Chair
Central Valley Regional Water
Quality Control Board
Mark Bradford,
Chair
Contact:
Mitch Messmer
(916) 464-5817
Central Valley Regional Water
Quality Control Board,
mitch.messmer@
waterboards.ca.gov
Public Notice:
Proposed Underground Storage Tank Case Closure
Roek Construction
Case Number: T0607700163
102 South Wilson Way
Stockton, San Joaquin County, CA
The Roek Construction case is located at 102 South Wilson Way in
Stockton (the Site), California. The former property owner has cleaned
up a petroleum release from its underground storage tanks (USTs).
The Central Valley Regional Water Quality Control Board (Central
Valley Water Board) is providing you with an opportunity to comment
regarding the proposed UST case closure.
The Site property was a gas station from the 1930s to 1978. The Site
is currently used as a paved parking lot next to an active gas station. In
1978, the former property owner removed three gasoline USTs and a
waste oil UST from the Site. In 1988, impacted soil from the former
tank areas was excavated, treated, and backfilled. During a 1989
analysis, a consultant detected additional petroleum impacts in soil
samples collected from the Site.
Between 1997 and 2002, Ground Zero Analysis, Inc. (Ground Zero)
operated a soil vapor extraction system to remove petroleum in the
soil. In 2009, Ground Zero concluded that the release on Site does not
pose a risk to human health and safety from petroleum vapor
inhalation. In 2010 and 2011, Ground Zero injected hydrogen peroxide
into the groundwater to breakdown the petroleum plume. From April
2013 to February 2016, Stratus Environmental, Inc. (Stratus) used an
ozone injection system to further breakdown the petroleum plume. In a
31 January 2023 Case Closure Evaluation report, Stratus
recommended the case for closure. The remaining petroleum in
groundwater is shown in Figure 1 below.
Central Valley Water Board staff reviewed the request for regulatory
case closure. The Central Valley Water Board staff is issuing this
notice and providing a 60-day public comment period to the owners
and occupants of properties near the Roek Construction case and
other interested parties. Central Valley Water Board staff will consider
comments they receive when evaluating the case closure.
Public Comment Period: 24 April 2023 to 23 June 2023
