SAN JOAQUIN <br />—COUNTY-- <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E Date: Apr 13, 2021 <br />RP Mailing Address: PO BOX 7640 Record ID#: COJFFCKNO <br />SAN FRANCISCO, CA 94120- <br />Program Element: 2546 <br />Spill Location: 21657 E DODDS RD, ESCALON <br />Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />A garbage truck hit a pole mounted transformer causing the release of 20 gallons of mineral oil onto soil. <br />OBSERVATIONS: <br />A garbage truck hit a pole mounted transformer (blue sticker) on 4/12/2021 causing the release of 20 gallons of mineral oil <br />onto soil. The pole has been replaced and the property owner has been notified. The spill is scheduled to be cleaned up by <br />Dave Larsen, PG&E employee, on 4/17/2021. The spill area has been caution taped off and marked for a USA dig <br />notification. No storm drains were affected. <br />VIOLATIONS: <br />:1 Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Submit final disposal records and PCB analytical results to the EHD. <br />Other Correction <br /> <br />COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br />rate.
