SAN JOAQUIN <br /> Environmental Health Department <br />— COUNTY— <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: COLLINS ELECTRICAL COMPANY INC <br /> Date: Oct 20, 2022 <br />RP Mailing Address: 3412 METRO DRIVE <br /> Record ID#: COKUDDWRT <br />STOCKTON, CA 95215- Program Element: 2546 <br />Spill Location: 10055 N 10055 RD, STOCKTON <br /> Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />Approximately 1-2 gallon of diesel released onto grass and natural soil due to vandalism from cutting the return line of the <br />boom lift. <br />OBSERVATIONS: <br />Arrived on sit and met with Anthony Maeder and Brandon Monacho of Collins Electrical Company. Approximately 1-2 <br />gallons of diesel was released from a cut return line on the boom lift caused by vandalism. Observed staining on native soil <br />in an approximate area of 3x3 ft. Spill site is fenced off with snow net. No storm drains or water ways impacted. Clean-up is <br />pending. <br />Clean up all released material and dispose of it under all appropriate waste manifesting and waste disposal laws and <br />regulations. The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal is at a facility <br />which is not permitted or authorized for hazardous waste disposal. [HSC 25189.5 (a).] Please be aware that all hazardous <br />waste shall be disposed of under appropriate hazardous waste manifesting procedure [HSC 25160 (b)(3)]. Make a <br />hazardous waste determination for all waste materials and dispose of them as required, and provide proof of correction and <br />copies of waste disposal records to the EHD <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Other Correction <br />EHD 25-01 Rev 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />Page 1 of 2 <br />1868 E.
