geRTS Emergency Response and Training Solutions <br />Emergency Response: <br />On 31 Dec 21, Schneider National retained Emergency Response and Training Solutions (ERTS) <br />to manage and oversee environmental operations. ERTS dispatched Ancon Services out of <br />Stockton, CA to conduct cleanup operations. <br />Regulatory Notifications: <br />Pursuant to California Code, Section 8670.25.5 GOVERNMENT CODE SECTION 8670.25- <br />8670.27, on 31 Dec 21, at 0807 ET, ERTS contacted the California Emergency Management <br />Agency (EMA) and Operator Endy Gonzalez received the call and provided number 21-7516 to <br />this incident. The San Joaquin County Environmental Health was notified at 0729 ET, but a <br />number was not assigned. Due to the highway being shut down, the National Response Center <br />(NRC) was notified at 0735 ET. Duty Officer Debbie King assigned number 1325617. Please <br />see the attached NRC Report (Appendix 2). <br />Corrective Action: <br />On 31 Dec 21, at 0709 ET, Ancon Services (Ancon) arrived on site and assessed the impact. <br />Caltrans has a team onsite conducting the cleanup, due to the roadway being shut down. Caltrans <br />used a sweeper unit and sand to collect the diesel. They would handle the clean-up and requested <br />Ancon handle the disposal. Ancon would remain on site to document cleanup. Ancon confirmed <br />that approximately 100 gallons of diesel fuel released and impacted the asphalt roadway and <br />measured 350ft by 36ft. No storm drains nor soil was impacted. Three lanes of traffic were <br />closed due to the impact. Caltrans applied granular absorbent, worked into the road surface, and <br />swept with the sweeper. All impacted absorbents have been collected and were in the sweeper <br />unit. Caltrans would drum up the absorbent once back at their yard. <br />ERTS is waiting for the disposal documents from Ancon. Once received, ERTS will complete <br />the final report and submit. Please see the attached provided site photos (Appendix 3). <br />Waste Disposal: <br />Waste is pending disposal. <br />Conclusion and Recommendations: <br />The release has been completely remediated and no evidence was found that suggests any <br />significant environmental impact remains on the site. Once all final documents are received, <br />ERTS will submit the final report. This report satisfies the 30 Day reporting requirement. <br />ERTS and Schneider National appreciate your assistance in this matter.
