SAN JOAQUIN <br />CCUNT <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />QUIK STOP MARKET #138 <br />1153 LINCOLN BLVD, TRACY <br />August 02, 2023 <br />Single -Walled Non -Pressurized Piping <br />404 <br />CCR 2643(e), 2661(f) <br />Failure to conduct 0.1 gph test on single -walled gravity piping biennially or post repair (pre -1984) <br />❑ V ❑ R ❑ COS <br />Other Violations <br />2010 <br />See below <br />Unlisted General violation <br />❑ V ❑ R ❑ COS <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />206 <br />CCR 2712(i), 2634(e) Failure to submit and have a current UST Response Plan readily available on site. <br />OBSERVATION: An approved copy of the response plan was not available for inspection. <br />REGULATION GUIDANCE: A copy of this plan shall be accessible on site at all times. <br />CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br />This is a repeat violation, Class II. <br />208 <br />CCR 2716(a -e) Failure to comply with the designated operator inspection requirements. <br />OBSERVATION: The designated operator failed to check and note the correct test dates for the overfill and <br />secondary containment tests on the designated operator inspection reports. <br />-The correct date for overfill prevention testing is 8/11/2021. <br />-The correct date for secondary containment testing is 6/28/2022. <br />REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br />maintenance for the UST system have been completed and document the dates they were done. <br />CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of <br />the required information on the reports. <br />This is a repeat violation, Class II. <br />306 <br />HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre -Jul 2003). <br />OBSERVATION: At the time of the inspection, the following amount of liquid was observed: <br />-Approximately 80 gallons of liquid was observed in the 87-2 fill sump. <br />-Approximately 65 gallons of liquid was observed in the 91 fill sump. <br />-Approximately 30 gallons of liquid was observed in the 87-1 fill sump. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br />hazardous waste regulations, and manage it accordingly.
