Called Henry Fontes and he said that oil spilled onto soil and <br />asphalt. The oil also released into a drainage ditch on the side of the road. Left <br />for the site at 10:00 AM and arrived at 10:26 AM. <br />Oily stained dirt was observed on the shoulder of the road and in a drainage ditch. <br />Waste Management (WM) was in the process of cleaning the road when I arrived <br />on site. Absorbent was placed onto the oil spill for containment. Per Henry <br />Fontes, route manager, WM was going to complete cleanup of the road and ACT <br />Environmental was going to clean the impacted soil. Called Roy Valdez, San <br />Joaquin County Storm Drain, and informed him of the incident. Roy did not have <br />any concern with the incident but asked for a copy of my completed report. <br />An ER call came in midway and I had to leave at the end of the road cleanup. <br />Final cleanup of the road was not verified. Per Henry, approximately 60 gallons of <br />oily dirt/used absorbent was generated. The waste was taken back to the 1333 E <br />Turner Rd Yard in Lodi, CA 95241 for storage until proper disposal. <br />Left the site at 11:24 AM. <br />Got back to the office and completed the notice to abate, photo log, site map, Prop <br />65, narrative, and filled in the rest of the complaint information. Emailed the notice <br />to abate to Henry. Received several photos and updates from him. The cleanup <br />is scheduled to take place on Saturday (6/12/2021) morning. Henry said he would <br />have the contractors call the EHD main number once cleanup was nearing <br />completion. <br />10:30ann-1:30pm, went to site and witnessed clean-up by ACT. 1 20 yard bin of <br />Non-RCRA waste was generated under manifest 014706409FLE.
