CALIFORNIA STATE TRANSPORTATION AGENCY GAVIN NEWSOM,GOVERNOR
California Department of Transportation :
OFFICE OF THE DISTRICT 10 DIRECTOR
P.O.BOX 2048 1 STOCKTON, CA 95201 iVYWV" C „GRNR
(209) 948-7943 1 FAX(209) 948-7179 TTY 711 YiWVV YYY WWW VVV
www.dot.ca.gov
September 1, 2023
10-SJ-12-PM 010.527
PA-2300157
Lival Properties, Highway 12 Investors
Sharrah Dunlap Sawyer
Alisa Goulart
San Joaquin County
Community Development Department
1810 E. Hazelton Ave.
Stockton, CA 95205
Dear Ms. Goulart:
The California Department of Transportation appreciates the opportunity to review PA-
2300157. The project proposes a 64-room hotel at 15070 N Thornton Road, Lodi. This
project is on the north side of State Route 12 (SR 12) and east of Thornton Road. The
only access point will be via Thornton Road. The Department has the following
comments:
1 . Senate Bill (SB) 743, signed in 2013 and incorporated into the California
Environmental Quality Act (CEQA) Guidelines in 2018, requires that public
agencies evaluating the impact of development projects use vehicle miles
traveled (VMT) to evaluate transportation impacts instead of automobile delay
or level of service. A VMT analysis is required to determine the project's
potential impact of VMT on State Highway System and to determine if the
project helps achieve state policy goals on transportation such as improving
access to destination, VMT reduction, Green House Gas (GHG) emission
reduction, and/or the betterment of the environment and human health.
2. Caltrans recommends the collection of impact fees for future improvements at
the intersections of SR 12 with Thornton Rd and the 1-5 ramps.
3. Please submit the pre and post construction stormwater runoff calculations to
Caltrans for review and comment prior to project approval. These calculations
should be for two (2)10-year/24-hour storm event. Please also submit Drainage
and Grading Plans showing the flow patterns. The applicant needs to ensure
"Provide a safe and reliable transportation network that serves all people and respects the environment"
