Hazelton Ave. <br /> Stockton, CA 95205 <br /> Dear Ms. Goulart: <br /> The California Department of Transportation appreciates the opportunity to review PA- <br /> 2300157. The project proposes a 64-room hotel at 15070 N Thornton Road, Lodi. This <br /> project is on the north side of State Route 12 (SR 12) and east of Thornton Road. The <br /> only access point will be via Thornton Road. The Department has the following <br /> comments: <br /> 1 . Senate Bill (SB) 743, signed in 2013 and incorporated into the California <br /> Environmental Quality Act (CEQA) Guidelines in 2018, requires that public <br /> agencies evaluating the impact of development projects use vehicle miles <br /> traveled (VMT) to evaluate transportation impacts instead of automobile delay <br /> or level of service. A VMT analysis is required to determine the project's <br /> potential impact of VMT on State Highway System and to determine if the <br /> project helps achieve state policy goals on transportation such as improving <br /> access to destination, VMT reduction, Green House Gas (GHG) emission <br /> reduction, and/or the betterment of the environment and human health. <br /> 2. Caltrans recommends the collection of impact fees for future improvements at <br /> the intersections of SR 12 with Thornton Rd and the 1-5 ramps. <br /> 3. Please submit the pre and post construction stormwater runoff calculations to <br /> Caltrans for review and comment prior to project approval. These calculations <br /> should be for two (2)10-year/24-hour storm event. Please also submit Drainage <br /> and Grading Plans showing the flow patterns. The applicant needs to ensure <br /> "Provide a safe and reliable transportation network that serves all people and respects the environment" <br />
